Waiving Zoll was certainly an alternative to using the emergency roster exception. As Michaelson notes, Miller isn't a pass-first point guard, but she was more efficient than Toliver as a distributor last season.
Update 6/6/2012: The Sparks announced today that they have waived Zoll, but did not announce any signings.
