WNBA Draft Lottery 2011 Question

Anybody know definitively who gets entered into the lottery? Is it the four teams with the worst records in the league? or is the four teams who don't make it to the playoffs this year, regardless of record? With the Eastern conference teams performing so much better than the Western ones, it seems like this will be an important distinction this year. If the season ended today, the four teams with the worst RECORDS would be Tulsa, LA, Minnesota and Phoenix, but the four teams who missed the playoffs would be Tulsa, LA, Chicago and New York. So which four teams will get a shot at Maya Moore?
